utf8vi           --  a vi for utf8 coded files (in a latin1 enviroment)
 * it translates to latin1, protects out-of-latin1 chars with \unicode{2311} 
 * edits the latin translation
 * retranslate to unicode

utf82latin1      --
 * it translates to latin1, protects out-of-latin1 chars with \unicode{2311} 

latin12utf8      --   
 * makes the inverse translation: latin and \unicode{3212} to UTF8



INSTALATION:
  make install
  (or simple copy the files to /usr/local/bin or similar)
