utf8vi
   utf8vi -- usefull to edit the latin1 parts of a utf8 file

     1. each uft8 char that is higher then the latin1 range is substituted
        with \unicode{NUMBER}
     2. vi editor is executed in latin1
     3. \unicode{..} and latin1 chars are converted to utf8 again


   utf8restore -- usefull for utf8 files where someone edit and added
     latin chars...

     1. every single latin1 char (whith no latin1 neigber) is converted to utf8
     2. sequences of ç[áéíóúâêôûãõ] are converted to utf8
